The Food Safety System Certification 22000 scheme has published the revised FSSC 22000 scheme documents, extending the scope to include food packaging

4 October 2011 - The Food Safety System Certification 22000 scheme (FSSC 22000) has published the revised FSSC 22000 scheme documents. The certification scope of FSSC 22000 has been extended with Food Packaging Material Manufacturing according the recent publication of the PAS 223 and the scheme is brought in line with the new GFSI Requirements. The revised scheme documents will be sent to GFSI and the ABs for extending the recognition.

Food Packaging Material Manufacturing

The PAS 223- pre-requisite programmes and design of requirements for food safety in the manufacturing and provision of food packaging- were developed by a Steering Group consisting of leading global packaging and food manufacturing companies. The fact that members of the working group are representatives from international food manufacturers (like Coca Cola, Unilever, Danone, Nestlé, Kraft) but also from international packaging material manufacturers (like TetraPak, Rexam, Amcor, O-I, Berry Plastics) gives the Board of the Foundation great confidence that there is a global need for certification on which FSSC22000 needs to respond.

Next to the need for extension of the FSSC scope this development is also in line with the commitment for FSSC from the international food manufacturers and the GFSI ambition to extend the current GFSI scopes. This comes down to a supply chain model in which FSSC can provide certification for more sectors in the supply chain based on ISO 22000 and technical specifications for sector PRPs. FSCC 22000 is ready for new scopes at the moment the neces­sary technical specifications for sec­tor PRPs have been realized and relevant stakeholders in the international food sectors would request FSSC 22000 to cover these sectors.

Licenced CBs

As of the date of publication of the PAS 223 unaccredited certification against the PAS 223 is possible. Certification Bodies (CBs) can be licensed by FSSC to deliver FSSC 22000 certification of Packaging Material Manufacturers. To become licensed the same approach as for the current FSSC 22000 scheme applies. A Letter of Intent and a formal Agreement the moment accreditation has been secured are already in place. Licensed CBs can deliver unaccredited FSSC 22000 certification. For Packaging Material Manufacturers already holding an ISO 22000 and PAS 223 certificate it is possible to upgrade that certificate to a FSSC 22000 certificate after validation by a licensed CB, provided the previous ISO 22000 and PAS 223 certification meets all FSSC 22000 requirements.

FSSC 22000 will apply for recognition of the extension of scope with the Accreditation Bodies (EA, ANAB, JAZANZ, JAB, NABCB etc). After recognition by the ABs accredited FSSC 22000 certification can be delivered by licensed CBs. Existing unaccredited FSSC 22000 certificates can be upgraded to an accredited FSSC certificate.

The Food Safety System Certification 22000 scheme

FSSC 22000 is a robust, ISO-based, internationally accepted certification scheme for auditing and certification of food safety in the whole supply chain. FSSC 22000 uses the existing standards ISO 22000, ISO 22003 and technical specifications for sector PRPs, which were developed through a wide and open consultation with a large number of related organizations. ISO 22000 certified manufacturers can obtain full GFSI accepted FSSC 22000 certification by meeting the requirements of technical specifications for sector PRPs and the additional scheme requirements. Organizations that want to integrate quality in their management system follow the requirements of ISO 9001.
